I don't think the Americans can tell the Russians what they can and cannot do (as if they would listen anyway)
Ultimately the American people casted their vote, and by the electoral rules Trump won. End of case.
I don't think they can cancel the result based on foreign propaganda, imagine the precedent that would make.
It is all part of politics. Smear them enough and some will stick.
