    "Nigeria and indeed the West Africa sub-region currently have huge demand for refining capacity and to this end, the Nigerian Government have indicated strong interest and commitment to support the development of private refineries"

    There is a very good reason why refinery capacity is so low in Nigeria/West Africa....it wears a uniform, it carries a gun and it asks for "dash"...i.e corruption is rife, and Royal Dutch Shell own the Nigerian Govt.

    Just a friendly warning...
