    "Over $10,000 silver delivery requires you fill out AUSTRAC 100 point ID. Basically a certified copy of your driver's license & passport will suffice. Then you can phone and order with ease."

    Sounds like a great way to track who owns larger amounts of PM's to me! I'm no dooms dayer/conspiracy closet hider, but why would they need you to prove that? If you win over $9,999 at the TAB you have to do the same, just so the gov/ATO knows...
