I don't have a plausible explanation at the moment. All penny stocks are manipulated, we have to contend with that. I don't know if many people use market depth as an indicator to see the prospects of the stock - I personally don't place great emphasis on it, especially considering we are dealing with penny stocks here, which are much more susceptible to manipulation than larger market cap companies. Again, I don't have any explanations yet. Maybe someone can provide a plausible explanation?
