Maybe the US decides it needs to stockpile cobalt as a strategic mineral...A large % of 2017 cobalt price rise was due to China stockpiling it which they have been depleting the last year give or take...
Maybe the DRC has a huge ebola outbreak wreaking havoc to the mining industry there..
Maybe many of the major buyers of cobalt and/or cobalt products decide not to buy anymore from the DRC due to its nasty child labor...Some have already stated they will not be buying anymore...

Maybe the energy storage side of things quickly comes to the forefront and the batteries of choice will be, early on at least, lithium-ion batteries with cobalt...vanadium redox later..
Obviously the cobalt price needs to get to 50-75k....but I expect it will..and not in 30 years...
