This came from LME pricing, which isn't the best source of info TBH, but it's all I can muster up. Cobalt price is at an almost 2-year high.

I know what you're thinking. You might dismiss this as "just another spike", given Cobalt price has had its ups and downs since 2018 - 19. Well, none of those ups and downs came with an almost uniform shift in sentiment illustrated in the SP movement of the following stocks:

Big brother Glencore stock price has been on an almost mechanical up-trend since November 2020. Check out their 6 month chart and you'll see what I mean.
A quick look at a foreign cobalt stock as well (First Cobalt listed on TSX in Canada):

Next, I will put up some 6-month charts of our "peers" (or "ex-peers" since we have put our Cobalt project on ice? I'm confused and also slightly inebriated, apologies for that):

Notice that all of them (including Glencore, First Cobalt, and the ASX players) have the same pattern that they all started to have a noticeable up-trend at around November - December 2020. Some have only picked up pace at the start of 2021, but that could be because of delayed reaction from the market. Not everyone knows the cobalt players as well as we do.
Now let's look at the CLA 6-month chart (I know, might be painful viewing, but please bear with me):

Was it really the anticipation of the JORC that has been driving the CLA SP since November 2020, or was it the new "Blue Wave" seen from the above improving sentiment in the cobalt market?

Just to add to your argument, look at China's largest Cobalt producer (and top-5 worldwide) Huayou. In the doldrums for over 2 years, just like CLA, and now establishing new all-time highs

and that after they had to give up on the DRC
