    I'd pictured just the flotation. If both were done there, it would probably mean the copper electrotwinning is also at Opuwo (and more tech than I'd thought) and a few other steps to get the cobalt hydroxide.
    That could mean minimal transport costs for a much higher Co % product towards Walvis Bay.
