Or.. depending of the feasibility, CLA could consider to do it by stages:
Stage 1: Sell cobalt concentrate to Chinese ( as you said this requires the lowest capex & can quickly generate revenue)
Stage 2: Once stage 1 is making revenue for the company, raise extra capital to further refine the concentrate locally eg: chemical plant etc. As someone has already mentioned, Namibia government is very likely to support such scenario to value add the product locally.
Stage 3: Either double stage's 2 productions or further refine the products as you said.
As I always stress about 1 point to all mining stocks on HC - speed to market is crucial. Doing by stages really help CLA to put its products to market quickly with minimal initial capex and will be able to scale up as time goes on.
