I think you will find they have farmers here growing hemp seed for them. they make up the balance with imported seeds. if there is crop failure here they have back up. nothing sinister just risk management. it's likely as the Australian crops produce more , they drop their import ratio.
I think the market for hemp seeds here is small anyway. maybe for the export markets ... maybe but costs against the rest of the world will be a problem imo.
