It seems to me that what you are posting is correct (although I am no legal expert, and do not know the ramifications).
Many/most tenements in question show as underexpended and/or paid late and the exp exemptions requested have been objected to (9 Feb). All the tenements I looked at had new applications for forfeiture dated 12 April 2016 - with last wardens list 22 March 16 AND i could only see 1 matter dismissed in dealings. So seems six months already of wrangling and applications were first made BEFORE expenditures (and exp exemptions) were paid. Seems messy
