So how do you define an ''unvaccinated''?

Is a person with only 1 jab ''unvaccinated''?
Is a person with two jabs but without the 2 weeks post jab expiry ''unvaccinated''

Is these people are considered ''unvaccinated'' then it is more than probable that the hospitals and morgues are filling up with adverse reaction patients
