It's the difference between what you paid and what you receive on sale. As you can't sell them right now and there has been no determiniation that they are worthless (there will be one day) then you can't claim a loss.
I suspect that had you made a profit, regardless of holding period, it would not have been of a capital nature. Debt instruments are usually on revenue account.
