There's no excuse for not releasing the footage to the general public as soon as possible.
That's when they had the best chance of identifying who this person was.
By now, that person's appearance will naturally have changed, making it almost impossible I would think to identify him.
The fact that this person obviously hasn't come forward to identify themselves voluntarily makes one very suspicious.
