It appears to only be on the annuity and pension income stream, not the accumulation phase.
It would (still has to be legislated) apply to each member individually not the fund as a whole - All the more reason to try and balance members $$$ in an SMSF, by spouse contributions and spouse splitting.
It surprises me that they have targeted the income stream and not the lump sum payout!
