    The other method of balancing would be when one of the parties is at age 60, to draw $150k PA extra, and put this into the spouse account as a personal contribution. With a final year 11 transfer of $450k, one could transfer $2m over an 11 year period.

    Probably enough for most folks.

    Thus this not well thought out proposal would impact a much smaller number of people - IMO less than 5/10,000 as it would need a pot closer to $4m than $2 for couples.
