As promised I got an e-mail back from the CEO seeking clarification on whether the trials could now commence, in summary I was advised:
LCT had to use the words of the Minister's letter in the announcement (i.e preliminary decision). It means that the Minister allows LCT to conduct the NZ trial under revised conditions required by the Minister and which LCT has accepted.
LCT have now made the necessary changes to the protocol and will send it to Ethics Committe who will formally accept the changes required by the Minister.
The trials can then start as soon as the changes are formally accepted.
Hope this clarifies things.
Should be smooth sailing from here as the Ethics Committee already approved LCT's application many many moons ago...
