You'd have to ask MEU and BGD directly instead of trying to prompt adventurous speculation.
MEU loudly said they were going to sue Barton in July 2023, having something to do with these rights and access claims.
Barton made some public statements to the ASX (Aug / Sep 23 ish?) pretty clearly refuting MEU's claims in a detailed response, and then saying 'enough of this and enough of you' and dropping their minority gold interest in the JV.
And then MEU promptly did - nothing, as usual.
Barton's mill and all its gold resources are on its mining lease - so hard to see why you think the exploration license "have a huge impact" on Barton's plans.
