The 60%/40% law applies for land ownership in which foreigners can only own 40%. For Stotsenberg, since the property is in an economic zone in which all the land is leasehold, land ownership law doesn't apply.
Also Gaming is not part of the controlled industry so foreigners are allowed to own 100%. Many of the Manila Casinos are owned 100% by overseas companies.
