There are differences in the way the Westminster system works compared to normal business. Parliament works mostly by convention. Not law. For example there is no law stating that the PM must come from the party with the majority of seats. It's just convention that it happens that way.
so proving things are illegal in Parliament is often murky as often no law actually exists.
