Yes, action was dropped against 9 entities.
They wiggled out through more reasons than just pros's view of their depleted defence chests. Future will reveal those.
Of course these actions were in addition to the main game against KPMG where; I agree with you; the more firepower is concentrated there, the better an outcome for PIF.
