u deal with china here. i dont follow this particular stok, but with chineese u never know. they can make decision behind closed doors, and then release it suddently. so there is a chance management didnt know.
in a way, one can say same about oil and the middle east and metals in china. Aussie market will react post public annoucenemnt, often without management knowing.
