Its nothing more than a slight variation of what has been going on for the past few months.
Orchestration and manipulation.
A P&D implies someone is dumping shares - that's not happening. Those people accumulating are merely tossing out a bit of "burley" virtually every day.
My bet is that the same buyer who swallowed most of the 4m shares today was responsible for getting it back to 9c.
