IMO the CLC needs to be restructured and audited on a quarterly basis at Federal level. This kind of behaviour has been going on for too long and and not only are companies suffering as it hampers their development but more importantly, so too are the traditional land owners. In many cases the traditional owners are NOT being consulted appropriately by the CLC when in fact it is the CLC's responsibility to represent these people and deliver desirable outcomes to their communities.
The negative economic impact the CLC is having would also be cause for serious concern and the Government need to set up a comprehensive framework for their responsibilites and, amend the relevant acts (such as the Aboriginal Land Rights Act) as necessary, as clearly in its current state it's flawed in several areas.
