The chart is not much without the story and why things happened.
This stock sat at 0.1 cents for 12 months. What I was told is that Winance gave CLE a lifeline that was later converted to shares. This made Winance a major shareholder. When CLE needed more money, Winance was overpassed much their chagrin. To show their disgust, Winance applied a block on trading. Anyone that was going to sell would have to go under the block of 0.2 cents and sell at 0.1 cents. This tactic proved effective in that it kept the share price at rock bottom and any future funding was done at a very high cost to CLE shareholders diluting the shares dramatically.

During this 0.1 cent period many shares were traded, at higher volumes than mum and dad holders. M3Metals, whom CLE brought Block 103 from sold out at 0.1 cents because they needed the money when they sold the property. Winance seems to have come out unscathed without having to sell. On paper CLE was cashed up with EUR shares. But the EUR shares went down instead of rocketing. EUR came to CLE aid and provided funding.

All the good news announcements could not move the share price above 0.1 cent. CLE still had one major problem, it had a project that only a handful of companies could fund it and less had the expertise.

Enter RM. They did a deal. It was at a discount and it heavily diluted the shareholders. But this deal was done based on what was going on behind the closed doors and this information legitimately gained under due diligence was conveyed to RM clients who subsequently invested. This brought new investors into the market, who were prepared to buy on potential vs bottom feeders like myself buying perceived bargains.

Thus the chart is only good from the period of new knowledge and new investors. Anything above 4 cents is above the block Winance enforced. I doubt that with the current information that Winance would sell. They stand to make a fortune from keeping their shares.

So the future is based on the new knowledge. That new knowledge is that Vale is interested in taking up the resource. More than interested, they have given a non-binding MOU to CLE. This only does one thing. It keeps other suitors out of the field of play. For the ninety days. During that ninety days there will only be bargain hunters at the market trough. The other new knowledge is that the other suitors have made Vale step up.

If Vale proceeds then they have to pay $18M to fully assess the project. (forgive I am doing this off the top of my head). At the end of this assessment, Vale can walk away with nothing or commit for more. I think that this will be seen as a piss poor deal for Vale and IMO the MOU will be ripped up and a new deal be given in which will benefit both Vale and CLE. This is economics 101. Nobody gives something away for nothing in return, which what Vale is doing. Vale do not have to do a deal. CLE does have to do a deal. But Vale could use the resource. And they do not want anyone to have the resource. I do not know what that new deal will be like, but it will entail giving Vale something for the $18M, but it cannot be a block or hindrance if Vale says no and another party comes in.
When Vale agrees and gives the $18M there will be a change of status. This will bring more players and more money. These players will be betting that Vale is paying up because Vale know now that they will proceed with stage two. This first bit of money will only move the share price 2-3x. The second bit of money will bring in more bigger players that are opportunistic. This should move the share price another 10x.

Everything still hinges on facts and economics. If there is a DTM then Vale has the option to buy out CLE or not to buy out at that time. If it is the former then upside is locked in. If it is the latter then there will be more upside for CLE share price.

Either way the chart will be on an upstroke.
