On first glance, possibly. But take a look at the trading since the announcement and it is clear that at high 5 to early 6 cents was the value of the agreement. Then the pumpers came in talking things up to get the retailers in. Retailers buy after the confirmation of news allowing the pumpers to sell to them and walk away.
If you review posts in the weeks before and days after the announcement, you might find your answers. Check what was said and who said it.
