It is simply depressed based on management and while TS is involved, the serious money will avoid this. I know, I know - bitter investor picking on poor TS but if you look at the history like all analysts they will be very wary of his ability to up play deals and only benefit self. Even the big play he made to come onto the scene back in the early 2010s ended up in court and the buyer crying foul.
My view is based on the fact that some on the management team will naturally suppress anyone will to take a risk on the stock for the potential high upside. This is a case of 'prove it' before you get the high value share price and right now we have Vale putting relative peanuts and throw away development money into seeing how it will progress - probably have a dozen such irons in fires around the world.
If you have faith in management then invest in this is a no brainer, if you think TS will self profiteer at the expense of shareholders then stay away. I am in the watch and see phase at the moment, Paul is checking boxes regularly at the moment but I am still not sold on the next stage of plan execution.
