Looks like we could see Saddle Hills go ahead purely as a single 22MW gas generation plant without Kalina Cycle. To increase in size, with or without Kalina Cycle appears to require the addition of CCS, although this may not apply until 1/1/2045 from what I can tell.

Any plant using gas, even if connected with a Kalina Cycle unit, would be subject to the new regulations.

The proposed Regulations would apply to any unit that meets the three following criteria:
1. Uses any amount of fossil fuels to generate electricity;
2. Has a capacity of 25 MW or greater; and
3. Is connected to an electricity system that is subject to North American Electric Reliability
Corporation (NERC) standards (“NERC-regulated electricity system”).
