The first and most important task should be to persuade Third World countries to take urgent and immediate steps to reduce their extremely high birth rates. That should be its priority, after all, contraception is not a new medical science. Lay the blame where it lies, with those countries that believe they can foster millions more children on an already overburdened earth and then cry and scream for more handouts from the West. Enough is enough! Let them put their own houses in order, before screaming, and demanding, more endless handouts.
