Combet signed up to Cancun Agreements in Mexico which agreed to the creation of a Green Climate Fund

I also understand that an amount roughly 10% of what the Carbon Tax was supposed to raise would be given to the Green Climate Fund.

    http://cancun.unfccc.int/what-governments-will-do-in-2011/

I am unclear however whether the 10% is a clear 10% of carbon tax revenue raised, or a separately committed amount which = roughly 10% of expected revenue.

Either way I read that the 10% is expected to be funded out of the carbon tax.

So if we scrap the carbon tax, are we also scrapping any committment we have made to this fund? I don't know the answer - this stuff is difficult for layman to find out, and MSM obscures everything into crappy headlines such as the one that started this thread.

Anyway, it would be good to know ...
