Solar variability isn't just treated as a constant - I think that's misleading. Solar variability is always taken into account:
a) In some of the modelling calculations a constant is used and this is considered safe based on the known measured solar variation.
b) In some climate change modelling solar and volcanic variables do form part of the calculations.
