It seems to be a normal scare tactic of greenies these days, any exageration is OK as long as you get action you want.
Australia has a water problem, and it need study and a well thought out strategy to engineer a solution.
After all, from whatever perspective you look at, it is not a lack of water problem really, but a lack of cheap water problem. It is a price of water problem and a location of cheap water problem. These are ammenable to appropriate engineering solutions and they may need to be paid for and supoirted in part by government spending.
Of course there will be some difficulties and pain during whatever adjustment process is eventually started, but that is much the same as everything.
