Very good, Thurlow. Yes, it can be done, but only at great expense to the taxpayer/consumer. Desalinated water, for example, would cost at least triple the current high water price and consume large amounts of energy. You might also consider that the individual water consumption is far greater when you also consider the water needed to satisfy our needs (eg food). But without a large and growing population there would be no water problem in the first instance. Perhaps you might like to consider why population growth is pursued in the first place. There is no real basis by which it contributes to per capita gdp growth. To translate this for you, Thurlow, the implication is that anyone who profits from population growth can only do so at the expense of others. And I like to think of myself as a capitalist Thurlow, not a parasite.
Just remember, with water, it's all about population, population, population!
