Can you point us in the direction of the "fossil fuel industry misinformation" that you've now referenced twice via your chosen quote? I can't find any source from the industry implying that it doesn't go to general treasury receipts for dispersal at the Government's discretion (which may or may not include road funding).
Sounds like scaremongering at Climate Energy Finance, who must be hopelessly conflicted on the topic.
