The IPCC 2018 Special Report on Global Warming of 1.5°C, which was approved by governments, stated that "global net human-caused emissions of carbon dioxide (CO2) would need to fall by about 45 percent from 2010 levels by 2030, reaching 'net zero' around 2050." This IMPLIED that we need to make significant reductions in our emissions in the next 12 years in order to have a chance of limiting warming to 1.5°C.
There's the reference for you... "scientists" didn't explicitly say... it was implied... in a dodgy publication which was full of "the science" dressed up as "science".
