What is needed is a class action against them for damages incurred by those just trying to (lawfully) earn a living. Courts are too lenient even if they get charged in the normal way. They think it is a joke to get arrested. Do the crime and pay the fine is not enough. Let them protest all they like if they are prepared to pay the cost.
