I have a theory that Labor will want this approved and underway by then.
It will make them look good, show the public they are serious about reining in the deficit and reinforce the fact that the NT is open for business. Taking a lot of the CLP's winds out of their sails.
Its a significant project worth billions in time, is close to Darwin and will result in a lot of local jobs for blue collar union boys (which shores up votes). It also contributes to transitioning away from Fossil fuels and could maybe possibly one day be at the centre of battery manufacture in the top end.
