You have presumably worked out the details then.

    Define the rich
Is it just half their cash or also include assets?
If include their assets presumably they have to sell them. Who is buying and at what discount?
Is it a one off payment or annually?
What happens if giving half their cash not make them equal? Do we take more?

I will be fascinated by your detailed response. Remembering to be in the top 1% of earners in the world you need to earn just $32kUS pa

Meanwhile in the real world...back in the early 1930s an American journalist travelled to rural russia trying to get a handle on communism and what it meant for the average person. He interviewed a 'mayor' of a village to get some clarification:

Reporter: What would you do if you had two houses?
Mayor: I would keep one and give the other one away to the most needy and worthy person in the village that didnt have a house.
Reporter: Nice. What would you do if you had two cars?
Mayor: I would keep one car and give the other away to the most needy and worthy person that didnt have a car.
Reporter: What would you do if you had two chickens?
    Mayor: I would keep both.
Reporter: I dont understand, you would happily give away a house and a car but not a chicken?? Why is that?
Mayor: Because I HAVE two chickens.
