Quite a few space shuttle missions have picked up odd things doing interesting manevours in the upper atmosphere we are talking abotu 180 degree turns and the like
Also the impact of the HAARP project the US runs ( which is on the public record measuring using infared, laser and other light frequencies to measure upper atmospheric storms and the like) could impact cloud formation also
