This Cato guy is really strange, whole different story to what I want to say.
What I am thinking one of the reasons for slow progress in the recruitment could be that, they need to have patients in ventilator for enrollment. But what about previous medications they could have received before they been into ventilation?
There are around 200 trails running in total, so are the patients still eligible if they have received Eg: remdesvir ( and unlucky to be not one of the under 65% survival?) this could make the enrollment a lot slower than just maths. And to be honest maths doesn’t work so well In medical environments.
