Alexander Downer, Tim Fisher, Amanda Vanstone, Senator Hill, all appointed by the Howard government to overseas positions, retained their jobs when Rudd won office in Nov 2007. He could have recalled them and replaced them with Labor appointees, but he did not.
Unlike John Howard, Rudd, on winning government, did not remove all the department heads appointed by the Howard government.
