It could be either of two things.
1. Maybe a false offer trying to draw out other sellers (like the ones at 39.5) in order to accumulate more.
2. Someone wants to get out.
No way of telling until the market opens if it is option 1 the offer will be pulled just before open.If it is still there and trades it is option 2.
