as for the $4 a kg costs no one can comment until they see more data, but also needed is the other side of the equation things like the price the chinese will give you for the cons, the recovery rate for each of the rare earths,( we know its much lower for the heavies but how much), the cost of looking after a very complex tailings dump etc.
like many REE projects this has limited value in its bi- products so would also expect to see some price sensitivity data ie what is its profit or loss at different prices this data will also be required for the next stage application
