In part one of the reasons is the requirement that some Canadian funds are only allowed to invest in locally listed stocks. While that makes little financial sense, and has a whiff of protectionism about it, there is no denying that stocks listed on Canadian exchanges tend to have higher valuations. Why that has not yet been arbitraged out seems a little odd given the usual ability of the market to take advantage of pricing discrepancies.
