for the oceans, it is the oceans that dictate cloud. (for that specific area) imho.
For land I do not know. However I cannot see temperatures dictating clouds. However if they are maybe it has something to do with the warming troposphere. I.e lapse rate.
Personally i recall that both sides of the fence have conceded that Clouds are a big unknown.
My point is that with diminishing cloud cover there will be higher temperatures and there will be more OLR. I dont believe this to be a confirmation of the AGW theory
