The agent was just doing the job as they saw fit to get the best price for my sister. If the agent believes that's how everyone does it, without regulation, they will just keep doing it and start to believe this is normal.
Just like on the streets of Katmandu, when my brother was there in the early 90's, the method of dealing with street kids was for the police to shoot them. This was accepted as normal. Until someone changes the rules, they will continue to shoot the kids on sight in the streets at nightime to eradicate them. Because that's the way it is done doesn't mean it's the best way.
