One of the biggest assets for attracting all important ongoing foreign investment into the Sunrise project will be the relative stability in regards to costs, taxation and royalties in Australia compared to the ever changing tax and royalty policies in competing countries like the DRC, the ever changing landscape must make foreign investment a nightmare.  It would appear that the DRC have again signalled their intention to alter the royalty rate, if Cobalt is declared a 'Strategic' mineral the rate could increase from 3.5% to 10%.
