I don't think there is certainty either though it would seem illogical and irrational for it not to go ahead. Anyway we should know by month end.
What gives me confidence in holding is, as you have pointed out, its value even without this project, and the strong buying the last couple of weeks which seems "knowledgeable" if you know what I mean. It is large lines of stock getting picked up. Of course on the flipside someone is feeding out a lot of stock.
If it goes to $1.20 I might take some profits and hold the rest for the fun ride.
I don't think there is certainty either though it would seem...
