This idea of aid to bigger disasters has always amazed me.
Our house was destroyed by a bushfire. We received no assistance.
If there had been 10 or 20 others then we would have.
If 10 people die in seperate car accidents around the country, then no problem, if it happens in one accident then its a national tragedy.
If a 1,000 die in the next country it means nothing.
Beats me.
