My guess is that they had such an amazing run pre the meltdown and now have equally given it back that there are a lot of people either giving it a wide berth or waiting on the sidelines for more proof.

I reckon you are spot on with the upside and it wont take a lot of good news to move it a lot ... we just have to wait for that news.

The team has a good record and has been recently boosted by the new director. He wouldn't join a company like this unless he really thought it had the goods. He would have done his Due Diligence.
