I will repeat what I have said previously an EL can be restored if it is forfeited and the company applies for a restoration. An el that expires can not be restored and this is why Rio didnt apply for a restoration.
Rio know that legally there only way of winning is public interest and then if they win it will be there MLA's that have priority. E46/209 is dead and even if Rio win it will stay dead.
